Institutional Credit Management (ICM) is an in-business and first Line of Defense (1LoD) function within Citi dedicated to end-to-end wholesale credit risk (WCR) management. ICM covers numerous products, regions, and lines of businesses (LoBs) – all while providing the controls and support necessary to help reduce Citi’s risks. Wholesale Credit Risk (“WCR”) In-Business Quality Assurance (QA) is an integral part of the ICM organization. 

WCR In-Business QA verifies that established standards and processes are followed and consistently applied. WCR and ICM Management utilize the results of the quality assurance reviews (QARs) to assess the quality of the group's policies, procedures, programs, and practices as relates to the management of wholesale credit risk. The results help management identify risks associated with operational and control weaknesses, training needs, and process deficiencies.

The WCR Head of In-Business QA reports results of QARs providing feedback, insight, and observations on any deficiency and areas of improvement, engaging with the management of the respective WCR businesses and In-Business Credit Risk, Independent Risk, FCR, Internal Audit and Regulators. 

This role is based in Mumbai (India) and reports to the Commercial Banking QA Head.

Key responsibilities include:

  • As an In-Business QA Lead covering Wholesale Lending Credit Risk activities, you will lead periodic reviews for across Commercial Banking and ICM verticals and serve as the primary point of contact for such reviews
  • Set the strategy and lead the implementation and ongoing delivery of a robust Quality Assurance function in accordance with the coverage universe
  • Provide effective credible challenge during QARs to Business Heads and Portfolio Managers regarding credit reviews and process adherence to ensure that weaknesses in such processes are identified and escalated as appropriate
  • Ensure wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework
  • Lead the Quality Assurance team responsible for execution of the following:
    • Consistent and objective assessments during QARs, primarily covering Commercial Banking and Underwriting activities
    • Subsequent follow-up on corrective actions that were raised during QARs
    • Preparation of Quality Assurance Reports to WCR management that communicate and measure results and identify negative trends and potential solutions
  • Accountable for the execution of the QA Program and Framework requirements, including end-to-end delivery of QAR testing and the escalation of any concerns
  • Lead ongoing engagement amongst In-Business QA Teams, proactively seeking opportunities to identify thematical control weakness in the WCR Control Environment
  • Constant interaction with the respective Underwriting and 1LOD functions, to ensure that quality assurance protocols are adequate for all portfolios
  • Lead business engagement with key stakeholders across WCR activities, serving as a trusted partner and advisor on WCR risks and controls, policy, and procedure requirements across WCR activities
  • Ensure controls are operating in compliance with prescribed policies and procedures
  • Provide oversight and guidance over the assessment of complex issues, structures potential solutions and drive effective resolution with stakeholders
  • Collaborate with stakeholders in identifying actions to address root causes for concerns and exceptions. Lead monitoring activities and drives business accountability for the timely closure of concerns. Support stakeholders with implementation of effective remedial activities
  • Lead discussions with business and QA management to adopt and export QA best practices across the firm, widening the scope of QA, creating confidence, and developing strong and fruitful relationships
  • Minimize unnecessary costs to the firm by focusing on driving risk focused outcomes
  • Stay abreast of relevant changes to rules/regulations and other industry news including regulatory findings
  • Accountable for timely delivery of ad-hoc requests from ICM management, Practices team, Internal Audit, and Regulators
  • Oversee team-wide initiatives on process improvements and best practices to ensure an efficient implementation of In-Business QA operating model
  • Identify risks that arise from teams’ activities, and assess, escalate, and actively engage in the management of such risks
  • Escalate issues pertaining to people, processes and products and resolves them in a timely fashion
  • Assist in the establishment of WCR IBQA policies, procedures, risk assessment and controls to drive effective QA coverage and standards
  • Act as a change agent coaching staff in areas with noted deficiencies, providing coaching and knowledge transfer through training and sharing best practices
  • Ensure ongoing and timely feedback and coaching of ICM In-Business Quality Assurance staff to sustain a strong risk and control culture / effective risk mindset
  • Attract, develop, and retain top quality assurance staff
  • Support Head of WLCR IBQA on internal projects and initiatives
  • Support WCR IBQA Voice of the Employee (VOE) as well as diversity and inclusion initiatives
  • Travel (less than 10%)

Skills, Competencies and Qualifications:

  • Strong assurance experience, including 10-15 years wholesale banking credit operations, internal audit, credit risk, loan review or quality assurance review function at an investment or large commercial bank
  • Deep knowledge of Wholesale Credit and organizational awareness, portfolios, and processes
  • Thorough understanding of policies and procedures with the ability to execute change seamlessly
  • Exceptional knowledge and experience in designing and implementing robust Assurance frameworks, from initial assessment of concerns and monitoring strategy, execution of scripts and procedures, reporting to senior management of observed findings, and continuous improvement, working closely with the Head of WLCR IBQA and Global Head of WCR IBQA
  • Strong grasp of capital markets and wholesale lending credit risk processes, to evaluate findings within the Quality Assurance process, determine materiality, and partnering with in-business makers and checkers for ongoing improvement, problem detection, and sustainable remediation
  • Significant experience in preparing and delivering presentations
  • Outstanding awareness and adherence to the control environment including Quality Assurance
  • Strategic orientation to ensure the ICM organization continues to be positioned as a thoughtful and proactive partner on driving best practices to support safety and soundness within Commercial Banking, ICM and Citi
  • Proven culture carrier
  • Powerful interpersonal skills, with the ability to build relationships and exert influence with and without direct authority
  • Solid organizational skills with ability and willingness to work under pressure and manages time and priorities effectively with little to no supervision
  • Highly effective written and verbal communication skills, with the ability to communicate clearly and concisely to audiences of varying levels of seniority
  • Advanced Microsoft Office (Word, Excel, and PowerPoint) skills
  • BA/BSc or higher degree in Business (MBA), or any other related subject
